I'd recommend my two favourites: Great Western and East Coastway. They're both mostly commuter-focused, with a bit of freight on East Coastway, and express services and freight on Great Western.
They're both early TSW1 routes, so they run like a charm even on older/cheaper hardware and they seem to have made it to TSW3 without gamebreaking bugs (unlike quite a few DLCs).
They each have a loco DLC for the route as well - Diesel Legends for GW and Class 313 for ECW. Diesel Legends works fine from what I've played, while one scenario for Class 313 suffers from a long-standing bug that will likely cause a particular AI train to block your path about halfway into the scenario.
Tharandtander Rampe is the nicest route and the main station of Dresden is quite impressive building. Also the route layout is nice and challenging...when i remember right up to 2,8% steep grade.
I hope that DSG will add some german steam locos....they would 100% fit on it.
Infrastructure is available and some hints are there too. :)
The BR204 ist really well done and i prefer also shaunting tasks.
I like such locos and the level of details is one of the best.
On the UK side i have Tees Valley Line and Class20 loco dlc.
Tees Valley Line is basicaly good but the level of details is not so good like other mentioned routes. There are quite wide open areas and on some places its looks kinda "empty".
But i like it anyway.
Class20 is well made loco with really good engine sound.
Generaly i can say i do not regeret any DLC so far and hopefully on next sale i will complete my german routes.
If you can drive the Class 101, you can drive anything.
It must be pointed out that the engine sounds in this Dlc (Class 37 and 101) and the separate Class 20 Dlc are very good.
One thing what i do not like is the endless 10mph limitations on long parts of the trainyards.
Myabe thats realistic but it cost lot of time
