Game refuses to launch

The game just does not launch no matter what trouble shooting steps I have taken.
Verify cache, exclude fire wall, disable anti-virus, reinstall, restart computer, update graphics drivers, update OS drivers, I don't have any Cheat engines on my computer either, ran the game as admin, ran steam and the game as admin, I have computer Spec's that are as capable as something in between those listed in the store.

Addendum: I am able to start up every other game in my library Except for exclusively this one game.

This error is bewildering as my CHDSK came back fine. I even reinstalled, not moved, the game to a different drive after you asked about the event viewer and still did not work. This is on my new drive that is basically new by a few months and haven't had any issues with.
