well, 100 life gain on hit still won't heal me for 100 life when I hit.

6 SMG with 10% lifesteal heal you about as fast as 60 regen would, maybe even faster.
except you would be handicapped going for lifesteal with automatic weapons because you gotta slowly upgrade them or invest a lot of resources into lifesteal before it would even matter , mind as well go with the regen. Unfortunate.
And regen is the worst healing in the game, by far. Its only good on classes which give boosts to it, or start with it or otherwise require it. Lifesteal is good healing for fast attacking ranged builds like SMG, or ones with lots of ricochets like Slingshots. Pretty good with melee too.
Consumable healing is the best healing.
...and it's not supposed to. Did you not read the tooltip? 100 lifesteal means when you hit an enemy you have a 100% chance to regain 1 hp. How much damage you do is irrelevant. What matters is that you hit, and your lifesteal number is the percent chance you will regain 1 hp on that hit.
That also means that if you have a lifesteal of 50, each time you hit an enemy you have a 50% chance to regain 1 hp.
With a lifesteal of 25 you have a 25% chance to regain 1 hp each time you hit an enemy.
Now, with high attack rate weapons, you'll be hitting a lot of times per second, so with some weapons, even 10 lifesteal (meaning each hit has a 10% chance to heal you 1 whole hp, that averages out to one in 10 hits give you back 1 hp) can give you back a fair amount. If you hit 100 times a second (or hit 100 enemies a second), that will average out to about 10 hp regained per second via lifesteal.
Of course, reading the tooltip will also tell you that hp regen via lifesteal is capped at 10/second (that is, you cannot heal more than 10 hp per second via lifesteal).
