Broken Heart and Burn effect question

Broken Heart reads: "...Burning activates 100% slower"

As far as I know the base burn effect is applied periodically every 1second interval, however the first tick is always applied upon a weapon hit.
Ex. If you hit an enemy with a bullet it will do the weapon damage and the first tick of burn damage together immediately, the second burn tick after 1 second and so on as usual.

Does Broken Heart activating burn 100% slower affect that first tick of burn on hit at all?
