I managed to beat the game with a really good build, but after a dozen failed runs.
Imo you need :
-a good amount of luck and income
-you wanna get the knife that can drop extra credits
-don't try to force weapons family traits. Pick good melee weapons, period
-you'll need to get as much health and armor (then dodge) as possible, especially after wave 8
-if you're lucky, get damage on boss
-you need to get lucky with the harpoon upgrade. Now, this is counter intuitive, but having 2 harpoons and 4 good melee weapons worked better for me than 1+5
are you talking about diver? since nothing you said makes any sense on fisherman.
on topic, i think spears are the best start, you want high damage, and especially large area to kill the bait-enemies quick. shredder also works since they hit alot of them at once, but their starting damage lacks.
gotta ration your baits at the beginning, depending on your damage, i usually aim for ~2 until i know i can kill them fast and then get more. but sometimes only 1 if my shop luck was bad.
the start is the hardest part, in the later waves you'll have so much damage because of all the baits that it only gets easier.
also need speed, so you can outrun their charge

Do not run to the side. Let them rush you.
You can either sidestep a little, run away from them a little, or a mix of both of those actions.
It's even possible to run past them if they're well packed.
They seem to stop for like a second after they rush you, that's usually when you kill them with melee weapons or aoe weapons.
They shoot 2 bullets on each side (with a gap between them) in a triangle formation, so just side step and go past them most of the time.
Take the spear as your first weapon and build melee weapons with their traits, and you'll be fine.
Take 2 lures after the first level (train a few times with this setup if needed), then 2 more for the next. After that, it's up to you. You don't need to take 2 each time or take more later on, but it'd make killing the bosses easier.
