Think of it as closer to being you doing a screenshare with your buddy, and they play off that. Host streams the game display to the client, input (mouse, keyboard, controller) is forwarded to host. So you'll need a connection between you and friend, or it'll be laggy for them.
As per the official steam remote play page:

To keep things simple, only the game is displayed to your Friends, never your desktop or other Top Secret stuff. You can share — or limit access to — the keyboard and mouse. It’s your choice. "

- plus the remote co op is horrible it is based on the host and can lag both we need actual multiplayer co op and not this fabrication.
