I have no idea why but it runs at like 1fps for me even on the main menu. Turning down the graphics settings did nothing.

Maybe it's your computer or something. I played the game earlier before quitting due to my display freaking out, and I average on about 5 FPS on a potato.

Hilarious, it's not your computer lol, don't listen to these people. The game purposely runs this way due to the way the code is engineered to make this game, thus like other games for example GTA IV are games that are very graphically low relatively speaking, but because the game is a "port" (quickly moved over from console, hardly revised) the game has one of the greatest examples of the worst optimization ever. Especially, having a sufficient or more than sufficient graphics card or other hardware, you will still see huge drastic performance cuts, to the points where the bottleneck is not limited by hardware the actual software to run this game.

In brief, the games code doesn't run the way it should or properly to make efficient use of your hardware performance.

I hope this is simple enough to understand and that it provides some help or value to you.

Seemingly also dealing with a more relevant problem, the reason for such performance could be due to anything being held in memory in the background (RAM) Check task manager to see what system resources are being used, if your cpu isn't 1-5% idle and you see it in use with programs, there lies the issue with programs being open, most commonly from experience are updates, Windows updates that are pending in the background that's more subtle and you have to manually restart and update. Another reason why you may be taking a hit I'm thinking is your disk space, if you have too much space, you'll need to free it up otherwise your computer not only takes time to load everything up every time it boots (read) but some space is actually reserved for the os, by going under 40GB limit i believe it is you will see a red bar indicator in the file manager meaning your computers experience will be degraded. Every component in a computer system compliments each other, so even a storage drive can make all the difference, depending on how much space is available or the other parts in a system, or if it's an older computer. Since the drive has to read and write(open program read (execute games code) download program write), the faster it can perform that and send it off to the ram, the more faster everything else does in the system, and it isn't being limited.

I forgot to mention (for anyone this may help) even a more subtle problem is overheating, or thermal throttling, the cpu purposely runs at lower performance to not become toast as does gpu if its sensor detects that it's reaches above a specified limit. So changing thermal paste could actually be the culprit IF it wasn't installed right the first time or is centuries old. There's a lot that can be the reason why a computer is running the way it is, but the good news is that it's absolutely not difficult to figure out the cause and pinpoint eventually.

Imagine how dusty a computer has to be that after cleaning it, you gain an extra 10 FPS.

(If you can't run this game, the issue is NOT your computer, it's the game itself.)
