I also think they are limiting achievement hunters with this.
My question is:
Can you get banned for that? I mean there is a reason, why its named "anniversary". So my simple thinking: if you are not supposed to get this achievement before the 1st anniversary and you get it by changing the date on your pc you are "cheating" the achievement. That is why I would like to know if you can get banned for that.
Nothing in the Code of Conduct for this forum, or in the Steam Discussion rules in general, prohibit talking about cheats/exploits. Indeed, there are several posts and topics about save-file editing for unlimited candles, or backing up save slots to retry runs from certain points.
Besides, it's a Singleplayer game - how would they be able to ban you from it? At worst, you'd get banned from discussions; but they'd most likely warn you first.
I do get it, however my question was about getting banned on Steam itself. I heard there were some bans on players, who manipulated achievements in single player games (not DDII specificly but Coockie Clicker for exapmple). I was not worried about getting banned from the game itself :D
Where did you hear that? VAC bans only apply to the games they're triggered in (and only with games that use VAC), otherwise about the only time they will fully ban someone on Steam is if the profile is being used for illegal activities or (in the case of a stolen account) an account lock isn't sufficient.

I googled people getting banned in Cookie Clicker and the first couple results were: 1) Someone trolling and lying that you could get banned for cheating in Cookie Clicker, and 2) Someone had a cheat engine open for Cookie Clicker, and then opened CS:GO with the cheat engine still running, resulting in a VAC ban on CS:GO (but nothing for Cookie Clicker)
No you didn't. Maybe you imagine you heard it but you couldn't have heard it since that simply doesn't happen.

It just gates completion and messes with associated account stats for ages.
Why was this added ?
Just based on that achievement I would rather wait until we get close to the anniversary (max 10 days before) with a sale (at least 501%).
It's just a nightmare. Oh, you bought and started it may 9th ? Well, either have it on your backlog for almost a year or play it for a year straight.
If your internet connection does not work on the anniversary, you would have to repeat the process for a year !
With this info here, I'm tempted to get it but it'll be if I really want to buy something and this is the only thing on sale from my wishlist.
