Can't Select Next Location in Kingdoms

I'm at a camp on day 9 of kingdoms and can't select my next location. I'm stuck on the map with the four options highlighted in gold, but I can't click on any of them. I could at first and was clicking over the inns to see who was stationed there and what upgrades I had, but I didn't set any routes and now I can't select anything. I restarted the game twice and it still doesn't work. Any advice?

Could it be that one of your inns is being besieged and you have to play out that fight first?
