Kingdoms skill mastery confusing me

Having stepped away from the game for a year I've pretty obviously forgotten some basic and important stuff, heh. For now I'll just concern myself with skill mastery though. I go to an inn and try to improve skills, apparently that's supposed to be possible. But the only thing that happens is I get a doink noise. I do have the mastery points to spend. I'm definitely missing something here. If anyone cares to point out what it is, I'd be most appreciative. Thanks in advance.

You need to upgrade the inn to upgrade and unlock skills.

There are inn upgrades that allow you to change path, unlock new skills, and upgrade skills, but only at inns that have those upgrades. Fortunately, they're pretty cheap upgrades, and you probably won't need to get them for every inn since eventually you'll have all the skills you want and they'll be upgraded.

Hmm, I had a feeling it might be something like that. There didn't seem to be any information along those lines in the instructions though, at least not that I noticed. Or in the descriptions of inn upgrades either. Very possible I simply missed it however. Many thanks for the help.
