Please read the announcement extremely carefully
tl;dr
Modding support is in the "coming_in_hot" steam beta channel
YOU MUST STAY ON THIS CHANNEL until the beta is over or your existing saves will be invalid if you revert
Please refer to the Google Doc on the pre-requisites on creating mods for DD2

Right click on DD2 in your library, go to properties, enable the beta branch, now when you start DD2, you should be able to click the "mods" button, which will let you copy save files from the vanilla game and enable mods on them. If you revert to a game version that's not the beta, your save files won't work for it.
