* You need to concentrate any Seen tokens received in the first phase on as few heroes as possible. Guard/taunt are good for this. Knocking the first phase enemies down with DOT is also useful because it makes them miss their turn.
* You need to apply stealth or make him miss, both of which will make Seen tokens go away. Blind/dodge are good for this. The smoke bomb and shimmering powder combat items too.
* He gets three turns per round so DOT will melt him quickly. Plague Doctor and Runaway are good for applying large amounts of DOT. Upgraded Firefly + rank 4 Orphan = 7 burn = 21 damage per round (more if you have trinkets or a memory that increases burn dealt). Upgraded Noxious Blast = 6 blight = 18 damage per round.
You can't out-heal the damage dealt by Limerence so don't even try. You need to kill him before he kills you. If he's using Limerence to hit multiple heroes multiple turns in a row then your approach probably isn't viable. If only one of your heroes has a Seen token then you can mitigate with Block, but you really do need to get rid of that Seen token otherwise your hero is going to die.
You don't need to worry about being shuffled in this fight and you don't need to worry about getting hit with DOT. Don't waste move or item slots preparing for those things.
Once you realize the fight is about managing Seen tokens, you can come up with a strategy and it becomes plausible. I'd give you more advice, but the owl did a pretty good job.
Smelling salts (Dodge) and smoke grenades are the next best thing, outside of direct heals.
Caveat: that was before the most recent path rework for the Highwayman.
