Is the max hp debuff from the Orbitoclast permanent?
The description of the orbitoclast only says remove all negative and -10% hp without saying it last for an inn
Does the debuff carry over through the whole playthrough or even after a campaign?

Having double-checked it, it lasts until the end of your current run - it doesn't carry over if you have a hero with memories.
