If Red Hook wanted to let us have a workshop, we would already have it by now. They don't want people to get content for free when they can put out overpriced DLC instead.
Modding has been an instrumental part of the Darkest Dungeon community and it's something that we are passionate about supporting with Darkest Dungeon 2. I can confirm that modding is one of our priorities in 2024. We don't have any timelines to announce right now, but we plan to share more details in the new year.
It's just a PR statement for gullible people. The actuality is that they will open up the workshop once they feel they are ready to move on from making their own DLC for this game.
They're not some giant AAA company that is nefariously plotting to milk players of as much money as they possibly can, especially since there are far, FAR better ways of doing it instead of releasing a single DLC months after the game released. I mean, just look at gachas, lootboxes, 'battlepasses', etc.
It's not in their interest to give customers the ability to get chars for free.
Expect a long wait, if it comes at all.

Aside from that, yeah. They took Epic bag of cash over the loyal Steam userbase that enabled and supported the game in early access to begin with. They have had a mostly-finished game released for over two years now, but apparently despite "modding being a priority," the Steam Workshop still isn't enabled.
So yeah, for a single-player game with less content than the first one, they are absolutely looking to pitch DLC as long as they can before opening it up to modders.
