How do I force Warlord encounter after unlocking the Crusader?

Hi! Once you unlock Crusader Warlord will spawn in any Military road encounter (The faction with a big spiked wall in the road). There's no guaranteed way but the chances will increase the closer you are to the mountain (1% in Region 1, 15% in Region 2, and 25% in Region 3).

I see, seems like I am pretty unlucky as that never happened through all 5 Acts I ran back to back for memories

I only played Act I so far (since DLC release) and I encountered him on the road already. For what it's worth.

Did several confessions and no see Warlord (many military road encounters instead of him) and no Collector at all. It looks like a bug or very low probability of such encounters.

You have to complete the Crusader's Shrines first before you can encounter the Warlord as a wandering miniboss.

I finally came across Collector but Warlord is still missing in the action.
