Depending on the team yes, it should be happening by default.
Depending on the team no, any would be follow up could be considered a less than effective move.
It really depends on how you're playing, what you like to do and what team you are running etc.
There's no definitive "yes" or "no" sorry.
It can be a nice bonus if you happen to mark someone while doing something else, but actively trying to set them up is too finicky without a good enough reward. It's really easy to accidentally consume the combo token with the wrong character unless your turn order is exactly right.
Personally I don't actively try to work with the Combo system. Some skills just happen to put it on enemies, and I'll try to take advantage of it if it's there.
My Ravager seems to like it.
You probably don't want to build around it, but on certain skills it's a nice bonus.
Skills like tracking shot should definitely not be used just to apply mark though - if all you're doing is marking, you're doing something wrong. But if you use it to remove dodge, the mark is a nice extra.
