Delete a target with a max damage Howling End. Decide if a second, winded attack like Breakthrough is still worth it, otherwise follow up with something that does not suffer from the reduced damage (e.g. YAWP, revelry)
Reset with T2T as needed.
Upgraded Toe to Toe will remove Winded, but it's not necessarily worth it. It's a Mastery point that could be going elsewhere, and she'll pretty much be wasting her turn there too.
Adrenaline Rush is worth it, but obviously you have to be seriously damaged. So you'd have to "let" her get low HP, Revelry to get her HP up a little and destress, then Adrenaline Rush to heal her more, remove the Winded token and BLD on herself, and then go right back to attacking to get herself back to full off of the three turns of Adrenaline Rush.
If your DMG bonuses are high enough, Winded doesn't do that much. Mine has Bloodthirsty and Vicious and the base Ravager bonus, plus maybe a +20% DMG trinket, so even if she's at full HP (no Hellion low HP bonus), it adds up to +85%, meaning she does 185% of base damage. Winded gets that down to 152% of base damage. That's a loss of 18% damage, not 33%. Obviously it's not ideal but it's not the end of the world.
Iron swing is a really strong attack that can hit the 4th place, together with another hero that hit the back, it could kill the 4th, usually most annoying guy.
The main tactic I use for her is to focus on rank 4 with Iron Swan if needed, as well as pick off rank 1 and 2 with Wicked Hack and Howling End.
I have Breakthrough just in case a bad shuffle happens and have Bloodlust to remove her Winded tokens if ♥♥♥♥ hits the fan. NOTE: I have Revelry in place of Bloodlust whenever I am going through regions and swap it back with Bloodlust whenever bosses are faced.
She does 60 crit with Howling End and it destroys whatever the hell was in front of her (I have Bloodthristy locked in on her, so +30% dmg boost does just that, excluding trinkets).
The main tactic is basically to use Howling End as soon as possible whenever small fights are happening, and pick off whatever is left with Wicked Hack/Iron Swan.
As for big bosses, be sure to build up your team up to speed with buffs/setup and only then start using Howling End. Until that, just tickle the frontline with your very small 12-18 dmg hits (non-crit).

Doesn't work against cadavers though. Drummers have a habit of preventing pulls.
Not a fan of revelry on a ravager hellion. It's more of a carcass hellion thing. I'd rather take adrenaline rush for self-heals, and use laudanum to manage stress.
