Bounty Hunter, Where Art Thou?

I have literally never seen the Bounty Hunter poster throughout the whole game, even after beating boss 5. How rare is this guy?! Does his chance of appearing scale with anything? I've unlocked him with the candles...

He always appears in my runs.

When you are at the inn it's a poster on the wall behind / over your characters.

It BARELY looks different then any of the other posters but it does, once you notice it the first time you wont miss it again. But it took me like 50 hours before I realized this also.

P.S. he leaves as soon as you clear the next area no matter what else is going on.

Funny enough I had a run where my team was working really well so I turned him down in the first inn, and he was at every other inn like, "C'mon man . . ."
