Exactly.
Since tokens are quite prevalent especially against cosmic enemies it's quite often that I find it to be the best option I have available. It's a very flavorful ability too.
These are some examples of where you can use HR for value:
Exemplar's Dodge and Riposte.
Cultists units.
Shambler and his auxiliary units.
Dog enemies.
Spider enemies.
Swine enemies.
Fishfolk who receive buff from Captain.
Act 2, 4, and 5 bosses.
I don't necessarily agree with the take that Dismas should be the last to purge crit tokens. There are quite a few situations where Dismas is easily the best option to do so; for example when cleave purge only hits 1 target (MAA). Remember that stealing a crit token also well... generates a crit token (whoopee); so it's not like you lose out on an awful lot of damage if you're not going to hit breakpoints that same turn anyway.
Of course every situation is unique and player response is different. The general rule of thumb though is that if it's a crit with no DOT then it isn't really dangerous to prevent and trading even though you take more damage is healthier in the tempo of a fight.
This otherwise alleviates scenarios where you are constantly bouncing from one end of the court to the other making minimal progress that adds more and more stress or depletes your minimal use healing skills.
Any approach is fine though as long as you live through fight.
