Fast sync doesn't make a difference,
in-game Vsync on or off still produces the stutter and drops
Analytics on or off doesn't make a difference either.
I even tried turning graphics down to medium or low--no difference in framerate. Not even sure this option does anything.
Been hearing this game doesn't use multi-threading. Big oof. Y'all might wanna get that sorted out at red hook.

I've started having this in every run in whichever region I choose after the valley.

Update. I've tried:
--Disable fullscreen optimizations on DDII.exe properties
--Running the game as administrator
--I ran the game with -force-d3d12 and -d3d11 options. Just to try it.
--I've tried every windows size option (exclusive, borderless, windowed)
--I've lowered and raised the resolution
--I've changed the graphics from high to low and back
--I've restarted my computer and turned off other background processes and apps.
--I've capped my fps to 120, 90, and 60.
--I blessed the side of my cpu with some holy water. (just a dab, no sense in shorting anything).
--I double checked and I can run DOOM:E on high settings without drops.
--Some areas are slightly better than others. Or maybe I'm just getting used to it and looking past it. Need to test that more I'll admit.
--I double checked my graphics drivers and they are definitely updated.
In every case, when I or an enemy attacks, my screen hiccups and my fps counter drops to ~20-30 before climbing back up to the cap.

3070Ti Mobile.
Tried both Intel Xe and 3070Ti-M and both yielded the same performance issue. 115-119 FPS normally but can dip as low as 40 in the tangle map. Tried with and without Vsync as well.
