I think BH is the only one with random name everytime you hires him. Indicating they're never the same person.
His backstory in the comic is also a "me bounty hunting some goons and good at it." so it can applies to any good bounty hunter.
Gameplay wise I think he's just too versatile so RH make him random so you don't always use him.
His Crimson Court trinkets indicate he has a vendetta against some group, so there's something that happened to him. I can live with him being a "for hire drop in drop out" character, it's that we don't learn about his story that bothers me.
Also, given that this game is going through the mind of someone, the BH being nameless and costing candles (hope), it seems they clearly don't think that highly of bounty hunters besides the fact they are good at what they do
