Report a translation problem
There's no way you're running it on 60 fps max settings on 1440 with a 2070. I'm playing it with DLSS on Quality @ 1080p and still have drops to 40's in some intensive scenes and that's with everything set on High (RTX 2070S 9700kf 16GB RAM)
When I select window border 1440p, due to my tv is 4k resolution the window just fill a portion of the total tv screen.
Fix:
1. Open Settings in Windows.
2. Navigate to System and then select Display.
3. Scroll down and choose Graphics.
4. In the "Add an app" dropdown menu, select Desktop App.
5. Search for the game or scroll down to find it.
6. Click on the game and select the Options button.
7. Choose your high-performance NVIDIA GPU from the dropdown menu (your GPU name will be listed there).
Worked for me.
I also have a 7900xtx and with fsr3 on quality and at the highest setttings it may look great and all, but it can't maintain a steady 60fps it dips below some and many times.
Because of how bad the performance is I think I will going to refund the game, and if it improves in the future I may get it again.
*edit… I did refund the game.
However, I have a 7900XTX, on top of the killer MB RAM and CPU, along with a 7000+ speed SSD..

If they never fix games years later when they break from OS updates, why would they EVER care about your performance on Launch.
