How to distract the Sandwich guard?

While trying to solve the Sandwich Museum sidequest, there's a guard that needs to be distracted before you can tear pages out of a book. I'm out of ideas and need advice.

Directly interacting with the guard doesn't work. There doesn't seem to be anything outside of the house that can be used to distract them. There is a doll with bobby pins in it, if you pull them out it says it's not quiet enough for the guard to here the pins fall.

In case it was a meta puzzle I tried turning off the music and turning up sound effects, that didn't work.

Nothing in the past seems to affect the guard.

After you take the pins out, you get an additional dialogue option with the guard to tell him the pins *fell* out, and he goes over to pick them up. That's your window.
