How do I get to the Gatorman Fortress?

I know about Charles' wrenches and have found 2. One at a fire pit and one on the ground at the village and hamlet respectively. Any help would be greatly appreciated.

There's another campfire somewhere. Think it's random every run. Was at the Radio Shack or Dauphin House on my first playthrough, I think. Moonshiners' Cave and Feldman Quarry on my second.
