same for potions.. which btw I had forgotten to take and lucked out and got random +1 to 2 stats on unstable potion
so now I am at 14/14/13
You basically need to tailor your run to achieve this, but there was some wiggle room, I missed out on the maggot (Which is a hat with +1 to every stat) and one of the foods that gives +1 to all three stats.
You can get the Maggot hat from the Frog God quest, side with the humans, then do the follow up quest to clear the escape tunnel, then destroy the maggot pile (I don't know if you can skip the gorey details, I went through the gorey details) and you'll get the Maggot hat.

Here's everything I used to get 15. It'd be easier if I saved the bath in the junkyard or used the evil book but I got there.
Debuffs: Don't have any. Our math will be tight. The Geas from the ancestral sword can be removed at the curse removal station, combat debuffs can be removed in any bathroom sink. The "cracked knucle" debuff from destroying the shadow tower with your hands can't be removed, to my knowledge. The 15 in everything is a late game thing and I would encourage you to start it as soon as you get the Key to the Black House.
Perks: There are *many* perks you need to consider to make it work. The dentist at Maize Maze (in Drexel Stead) gives +1 moxie (Perfect Teeth), you can get +1 muscle, moxie and mysticality from the prisioners at the Federal Prision in Govt. Valley (Hard Time Hard Body, Expert Whistler, Daydream Believer, respectively), you can get a perk for +1 for muscle, moxie and mysticality (Angry, Aloof, Contemplative, respectively) by giving up on fights (you have to enter the fight and surrender, bailing from the fight altogether will usually give you a debuff instead), you have +1 muscle as a reward for returning cremains to the cathedral in Ocean City (St. Polycarp's Forehead), you get +1 by finishing the Marvin questline in Ocean City (Expert Sitter) and you *can* get 1 muscle, moxie and mysticality from the Librum Umbra Malum Ovilla if you are doing the evil ending. They will be in the "Corruption of the Self" skilltree (The Shadow's Protection, Vanity and Vision, respectively).
Buffs: Again, a number of buffs to consider: You can get +1 muscle buff from the Chiropractor (Well-Adjusted, costs 1 crack), +1 to your mainstat from Orb Touched (from the Orb available at the Radio Shack, in The Big Moist. Once acquired it will be available in your room in Ocean City) and you must absolutely have the +1 to all atributes given by Hot Bath, from the hot bathtube available on the left side of the Junkyard, in Crystaldream Lake. It is a one time buff and it will reset once you sleep, so leave it for the very end.
Food and Potion choice: Not a lot of variety here - the "Fruit Advertisement" food you get from junk mail (that you can open, starting in the final chapter) will grant you +1 to all atributes with no shadow taint associated, making it the best choice. If you chose the potion store for one of the empty storefronts between chapters (Ye Old Chemicker), she will sell the noble elixir, which again grants +1 to all atributes with no shadow taint associated. It will only be available during the final chapter.

Drinks, Equipment and Miscellaneous: I would advise you to pull all of the above first before considering what will be below. There aren't many optimized things left to do, so you should be aware of what you are missing and plan accordingly.
Equipment: Gear offers a suprisingly small volume of atributes in the grand scheme of things.
Hat: If you have access to the Maggot Helmet (available at the Haim Quarry, in The Big Moist. It will be in the maggot pile once you enter the cave with the flies to the left of the frog god statue. To get the helmet you should return the emerald eye to the frog god, without caring for the questline that unlocks the Freaky Frogday achievement). If you have it, +1 to everything and the best choice. If you don't, Puckwudgies drop the green, orange and purple puckwudgie hats, that will give a +1 to two atributes, which are the next best thing.
Weapon and Offhand: In multiple playthroughs I'm yet to find any weapon or offhand that gives stats. If you have one, use that.
Accessory: A maxed out Monster Club Sash (available once you complete the Monster Club questline in The Big Moist) is, to me, non-negotiable, since it gives a +1 to everything.
Ring: In multiple playthroughs I'm yet to find any ring that gives stats. If you have one, use that.
Pants: If you have access to the pants store in Ocean City, the Weathered Jeans offer +1 moxie and +1 muscle. To my knowledge, only the Ciabatta's Pants (reward for clearing the Snackle Mills, in Ocean City) offer a modest +1 mysticality.

Final Touches:
* If you have a well stocked speakeasy you will have a fancy cocktail available that will give +1 to TWO atributes. Pick the ones you lack most. You can use the overlap between the buffs from cocktails and the green, orange and purple puckwudgie hats to cover gaps, but be strategic about it.
* You can get a +1 to an atribute of your choice through a cat boon. Choose the one that you lack most.
* You can get a +1 to any stat of your choice from the Puckwudgie Village (as soon as Grey County becomes available you can wander around, get the location, wipe out the non refilling portion of village, finish the chapter, sleep and return to the village - The puckwudgies will have made a statue of you that you can take to live in your room in Ocean City).
All in all, I was able to get a triple 16 in all my stats, showing this is possible even without the Shadow Perks, which is most likely by design from Assymetric. Happy hunting.
However, you are able to interact with it in the dream before Government Valley.
