Fishing rod's curse?

I'm pretty confused about this one... there are three fishmen to talk to, but none seem to be correct. I can't use it to fish normally either; it defaults to the 'hot rod' item. How do I get rid of this curse?

All the way to the left. There is a bicycle you can fish up.

Weirdest thing, it didn't show up for me either until I went in and out of the curse a few times. Maybe you have to fish up each of the three singers first? Not sure what could have triggered its appearance.

Need to fail it a few times because breaking the bike is a pun on breaking a cycle.
