Bug ?! So is the bloom effect actually bloom or is it camera lens is dirty layer

When I flip it on and off I notice a slight change in overall brightness in scenes but I also notice with it on there's water droplets on the screen like its applying a layer to show the camera lens is dirty don't know if this is intentional or there was supposed to be an additional setting for this. It looks like someone made a mistake and combined the two into this setting

Also just starting the game for the first time I reached the back of the house I think you might want to adjust the green hue on next to the rear door. I don't know if there is an event that is supposed to happen here later but it kind of gives it away if I walk next to it the screen turns a slight green hue.

Akso just closed out and reloaded a save and some of the settings that weren't enabled when I left were enabled when I started the game one of them was bloom but in the settings menu it showed it was disabled
