Can someone explain, how can i unlock secure backpack for barter?
Complete previous upgrade tier to unlock? - I already killed the scavenger so what previous tier am i suppose to do?
Or am i suppose to kill all bosses or something at least 1x first? What am i missing here?

I think it was the same for all, reach reputation level 2 with White Lotus?
