All of my three operators have big backpacks, 3 plate vests, self revive, killstreak etc all gear slots filled, yet mission keep saying Operator 2 is not complete ?????

check gas mask it needs to be a durable gas mask. the last time i played .

havent played since mw3 came out, but i do remember wiping a character to start fresh for one of those missions

Try dropping/requipping the gear if its an operator thats already geared. Make sure that its also a durable mask (scuba wont count).
