There is a long list of what causes limited matchmaking.
Your reason will be listed there.
It is not broken. You just think you are being put in shadowban lobbies by players reporting you for cheating.
1. Reporting does not get anyone put into limited matchmaking.
2. You don't have to be cheating to be put in limited matchmaking.
Until you recognize the real reason for your ban, and react accordingly, you will stay in the loop.
"How We Use Player Reporting
A common misconception we see is that spam reporting will result in actions being taken against accounts. For clarity, whether one player reports another once or multiple times, our system only considers the first report (throttling any additional reports from that player)."

I do not think you are interpreting this correctly. One of the claimers is if you are interrupting other players enjoyment of the game. If you get mass reported, then that would constitute that which would result you to be shadowbanned.
I think there is a difference between mass reporting and spam reporting. From what I read, they refer to spam reporting, meaning that if a player reports someone multiple times, that they only look at the first report. Mass reporting (1 report from many players) is different.

"Reporting is critical but, must be used in combination with other factors before an account is actioned on. An account, for example, cannot be banned due only to reporting but if that account has also triggered other (and multiple) detections, a report can raise a red flag."
Yes you are right but the person I quoted is confusing SPAM reporting with MASS reporting.
Doesn't matter what report, you wont get shadow banned by it.
It has to be a combination of factors, or just simply getting flagged by the AI without a single report needed.
I don't quite believe that. I have a friend who doesn't cheat get mass reported on two different accounts and end up shadowbanned. Last night, a 6 man on Search thought he was cheating and stated 'we are all reporting you, enjoy your shadowban". An hour later we were in shadowban lobbies. So one report received by 6 people (6 reports) in the same lobby caused him to be shadowbanned.
Shadowban is to investigate that player to confirm cheating or not. Its not a guilty verdict.
I've lost count of the number of times I've had people scream they are mass reporting me in game.
Never been shadow banned in over 1800 hours, and neither has a single person I know and play with.
People will say "That's because you aren't good enough to get shadowbanned"
Well why do you think these muppets are screaming at me in voice comms? Because I just rolled their squad.
Still not been shadowbanned. You know why? because when people scream at me in chat or voice comms, I don't scream back.
That's literally all it takes to get into limited matchmaking.
Google ToxMod. It's already sent over 2,000,000 accounts to the shadowrealm this year.
No reporting required.
Read the EULA again, and see what gets people into "Limited Matchmaking" as they now call it.
Cheating is just one of a long list of things.

"If a player is suspected of violating this policy, their account may be put into a limited matchmaking state."
Breaking any of the rules laid out in the code of conduct gets you put into limited matchmaking.
People, say "I wasn't cheating". Well i agree. They weren't. That's why they didn't get permabanned and why they were put back into genpop.
But they don't acknowledge what actually got them put into limited matchmaking and that's why they repeat the same offenses over and over. They would rather believe it's because they are "too good" and the other players are "too salty".
If you read the code of conduct, the harshest penalties are reserved for toxicity and offensive behavior. Guess what ToxMod is looking for?

You're presuming that my friend talks in-game chat. You get muted in game if you violate speech terms, not assigned to a shadowban lobby. I also won't make any assumptions on why it hasn't happened to you. Articles out there confirm that reporting can get you shadowbanned. You are basing your conclusion on your personal experience.
"It's already sent over 2,000,000 accounts to the shadowrealm this year." I would really like the link to where you found your stats at.
The link was in the post above. You didn't read it, so it's also safe to assume you didn't read the code of conduct linked in the same post.
The code of conduct that states right at the very top "If a player is suspected of violating this policy, their account may be put into a limited matchmaking state."
The code of conduct also states "Any user who is found to use aggressive, offensive, derogatory, or culturally charged language is subject to penalty. Cyber-bullying and other forms of harassment are considered extreme offenses and will result in the harshest penalty."
There are no articles out there "that confirm that reporting can get you shadowbanned". Just a bunch of articles all parroting the same youtoob videos. All made by people whose ego refuses to acknowledge the reason they got put into the shadow realm.
"I'm just too good" sounds a lot better.
This is why the developers released the statement to clear the misinformation being spread.
I've been playing video games and shooters for over 50 years and have never felt the need to cheat in any game.
Maybe all of you should stop hacking and cheating.
Cheaters are cheaters and I don't feel sorry for any one of you.
They always say "I don't cheat", just like the streamers, yeah right, you're all cheaters and hacks.
you just too bad to get ban
just look at 00:30 minutes ending a game with 9k/d and tell me if i am cheating , you literally got all the ♥♥♥♥♥♥♥ mouse moves : https://www.twitch.tv/videos/2085997134
