MW3 stutter isuses and laggs
Okay so my hardware is - I7-970k, 16gb ram, Ati Radeon RX 8Gb vram, i have a pretty decent internet aswell and this game,no matter what settings i put on this game minimum basic ultra, i still get the motion stutter and ocassional lags during explosions. Not to mention i cant drive a car in mw3 zombies because it laggs/freezes, like moving very slow. All my drivers are upto date and i have tried alot of things and i really dont know what to do anymore to fix this. Can somebody help me please?

To help with some of the lag problem, there is some basics you have to roule out:

1. See that you have a min of 35 GB free space on systemdisc C: -
this is for smooth preloading of shaders.
2. Do a complete new optimization, after setting your prefered graphic settings.
Always do that after changing graphic settings, such as scaling, texture and shadows.

If you still experiencing lag spikes/freezes, there could be some settings in router you could do, that priorities gaming and this game. I have that in my router.

When you lagg through explosions, that is typical for slow loading/bottleneck in your system.

I have 45mbits, so it shouldnt be a problem back in the old days i played cod4mw with a 10mbits and it worked fine, but im connecting to the network through a WIFI SIGNAL BOOSTER, could it be thats what causing the lags? And do you know of ways to fix this. I had a similar problem in League of Legends where i had 320 fps but experienced laggs and freezes during fighting while my ping remained normal. And riot support suggested it was something to do to with the connection ports, but I FORGOT WHAT IT WAS and the fix worked then.

Don't mix Byte and bits... I have +500 Mbits on fiber.

But, playing this game over Wifi, is not good. The settings for gaming in router is more limited and you will experiece lag. The best is using a cat 6 cable directly into the router.

See if there is settings for portforwarding in your router.
Use port 3074 for in and out for COD.

Where is that port forwarding located? I put a manual dns adress to one of our nearby servers and the stutters decreased exponentionaly. Still cant drive a car in zombies dough, it makes the sound kf moving and im holding W but it freezes and pops, impossible to run over zombies with it because you cant see them from the laggs.
