I tried using ArtIsWar's setup that worked great, but it's somehow trash now.
1. **Audio Mix**: Select "Headphones Bass Boost" or "Boost High". These settings boost the low frequencies, making footsteps more noticeable.
2. **Effects Volume**: Set to 100%. This will ensure that footstep sounds and other in-game effects are at their loudest.
3. **Music Volume**: Reduce to 0%. This will eliminate distracting background music and allow you to focus on the important sounds.
4. **Dialogue Volume**: Set to 50-70%. This will allow you to hear important in-game messages without drowning out your footsteps.
5. **Mono Audio**: Disable. This will provide stereo audio, allowing you to more accurately determine the direction of sounds.
6. **Reduce Tinnitus Sound**: Enable this. This will reduce the loud sounds of explosions, making the game more comfortable.
Additionally, if you are using Windows, you can enable the "Loudness Equalization" feature to boost quiet sounds:
- Right-click the speaker icon in the taskbar and select "Sounds".
- Go to the "Playback" tab and select your audio device.
- Click "Properties", then go to the "Enhancements" tab.
- Check the "Loudness Equalization" box and click "Apply".
This feature equalizes the volume of sounds, making quiet sounds like footsteps more audible.
Note that using high-quality headphones will also significantly improve the perception of sounds in the game.

Keep Audio Mix on headphones or treyarch mix unless you are using speakers and not headphones.
Enable Enhanced Headphone Mode(HRTF). It will give you better directional audio, which can help you hear footsteps separately from other sounds.
Only real way is turning your audio up, but those suggestions are pretty bad and either don't do anything or are obviously things you do (like turning your volume up).
They made footstep sounds quieter in the last patch so there's nothing you can really do to hear them better.
1 bass boost or high boost is the worst for footstep audio as it doesn't go low enough to hit footstep range ( 250hz is the lowest were as footsteps are 80-150hz) personally use tray arch mix or headphone mix
2 100% is probably to high but its personal preference i would go more like 60-80 %
3 music to 0% yup but that rain in the fire track is dope though
4 i would probably put that lower as its not as useful imo dialogue set that about 20%

7 loudness equalisation is a massive no no it just makes everything to loud and distorts the sound( if you know anything about music production or sound engendering then this is ok if you want a fuzzy warm loudness but when you want a clear concise sound then you need to lower the main volume first its called gain staging.
Tried that ages ago. Didn't work for me.
