mw3 was just a theoretical, you could place any upcoming cods in its place, this loophole means that if you've got over 2hrs in any cod hq cod you will never get a refund for future cods
However:
The 2 hour refund policy is a contract between you and Steam, not Activision. If this is not being honoured, you are mad at the wrong company.

There is a lot of inconsistencies in your post. When buying something, it is always a good idea to do due diligence before buying.

there should be a notification somewhere on store page that its not a separate title
Sadly all new cod being release goes into COD HQ, which I find totally absurd. Almost has if they don't want to refund due to that
however, none of the operator, calling card or 2xp token unlocks have transferred over to warzone, which was the real reason I decided to buy mw2 as $40 for like 10 operators seemed pretty good...
