Why is COD not closing
When I exit the game. it won't close in the steam console. even if I close and exit steam, when I log back in, its still running.

This sounds very odd. If your PC is really that screwed up, you need to reinstall Windows. Call of Duty closes for everyone else.

When you post 'I refuse to send them another penny', it makes me sceptical.
Aro bro is a bot for Activision. It’s been like that for a few games now. Multiple people, myself included has noticed out play time is way higher than it should be and when investigated, it’s been noticed the game continues to run in the background after closing the game.

This rumour was started by a well-known conspiracy theorist. Steam clearly shows when its measuring the game is running by showing green text and the word 'running'

So quantify it. What process runs in the background? And is the green text displayed in Steam? Are any COD windows visible? Upload a screenshot or video.

EDIT: I do agree COD is slow to close and may require 1 minute, but that is very different from NOT closing.

It's normal just end process in your library after you quit
happens to me all the time (not every time or most of the time) but it happens. the game will close but the steam "play" button stays the blue "stop" button. I just hit it if it doesn't change back to play shortly after I exit the game. just have to deal with the "didn't close properly" error next time you log in but just hit no don't load in safe mode and you should be fine. least I have not had any gaming issues just hitting no.
they're still running their miners on your pc, and trying to get traces from your pc incase you have hacks i assume. there shouldnt be a reason why it takes a full minute for cods process to end. they are doing something in the background

Useless, don't post if it's just to bait people

But yeah, I've been having this issue recently too, no idea why.
