AMD 9070 XT stuttering
Anyone else stuttering? or experiencing bad fps? Gaming at 4k. Perhaps this is an AMD issue in general?

Already enabled/ tried:

• XMP profile
• Resizer bar enabled
• DDU in safe mode
• Lowering graphics settings
• Motherboard BIOS already at latest version
• Restoring windows

Specs:

• CPU - AMD 9700X
• Motherboard - X670E MSI Gaming wifi plus
• RAM - 32GB GSKILL 6000MHz
• PSU - NZXT 1200w gold
• GPU - 9700 XT Powercolor Red Devil
• AIO - NZXT kraken elite 280mm

Symptoms:

• Crazy microstutter (Adrenaline overlay read like 82% at one point!)

• Bad FPS (according to benchmarks I should be getting 100fps? I am getting 30-40fps with stutters)

Notes:

• Was running on an RTX3090 and passed it down to my brother as he didn't have a good GPU. Did not have stuttering issues with the 3090

• So far having stuttering issues with AMD 9070XT after performing above troubleshooting steps

• I am gaming at 4k 120Hz with HDR. I have a 42inch LG C2 monitor. I used to have an nvidia gpu in same setup with same riser cable.

• I submitted a bug report with a screenshot of bad performance using bug reporting tool • within the adrenaline driver (I hope they read those doh!)

Other things to try later:

• Stop using Riser cable. I have a Hyte Y70 case. Did not have issue with 3090 from nvidia though, but this is a PCI-E 5 card hmm... I ordered a different pcie riser cable from Amazon to try. Can’t plug directly into motherboard due to case limitation of the hyte y70 only using vertical mounting.

Questions for other users:

• Is there some common piece of software we are running?

• I use NZXT CAM, HYTE Nexus, discord, steam overlay.

• Is their a common Piece of hardware? Example a PCI riser cable?

I just upgraded from 3070ti to 9070 xt same as yours Red Devil (paired with 7800x3d) and I had a lot packet loses (stutters) every 5 seconds. I disabled FSR4, let anti-lag ON and went back to FIDELITYFX CAS 90% strength

The rest:
vram target scale 90
texture res normal
anisotropic high
depth of field off
detail quality low
particle res low
bullet impact on
persistent effects off
shader quality low
streaming minimal with alocated 16 and donwload limits to 1
local texture streaming low
shadow quality normal and the next 3 off with last one low
tesselation all
volumetric low and the next 3 off

No more stutters caused by the packet loss.

Hello,
I got also got a lot of micro stutter on my brand new 9070 XT.

Spec :
CPU : 5800X 3D
MB : Asus TUF Gaming B550M - Plus
RAM : 32 GB 3200 CL 16 (DDR4)
PSU : MSI 850W Gold

Software :
Driver : 25.3.1
Anti-lag : On
FSR 4 : available
Allocated VRAM : 70
Overclock : Stable manual OC

Tests done :
- Change allocated VRAM (up and down) : KO
- No Overclocking : KO
- Deactivate everything in Adrenalin : KO
- Benchmark on COD with my old 6950 XT (1440p-Extreme) : 138 FPS (1% CPU bottleneck, 300W average consumption)
- Benchmark on COD with the 9070 XT (1440p) : 116 FPS (20% CPU bottleneck, 180W average consumption)
- 3D Mark Timespy : 24 237 (334 W)
- OCCT stress test (GPU then CPU) : No thermal problems, no shutdown

I don't understand this CPU bottleneck... Plus, I got micro stutter in the lobby where I set up a limit to 75 FPS (and the CPU is not used more than 30%).

As it's working perfectly with the 6950 XT (and 0 trouble with 3D mark with the 9070 XT), I think there is some drivers issues. And I didn't buy a new graphic card to get lower settings :)

I didn't update my BIOS yet, I'll try it and make you feedback but not sure it would change something.

Someone got other ideas?

Thanks !
I fixed it so far by using a different pci e riser cable thats was pcie 5.0. I used a different one than the riser that came with my Hyte Y70. So I suggest checking if your card is seated ok.

However, I do get some stutter here and there with packet loss as Xedius said so perhaps I will laos try his advice, but at least my FPS is fixed and im get 100fps vs 30fps before where the card had compatibility issues with stock riser cable in my case.
