I cannot see up through water (casino mission campaign)

It affects certain windows too, so I'm assuming it's something to do with translucent surfaces but I've tried changing all the graphics detail settings and nothing works affects it at all.

The windows in the zombies mission were all completely dark until I got REALLY close to them and the first windows before you enter the long staircase only allowed the particle effects to glow through their darkness.

Now in the casino mission and I literally cannot see out of the water when submerged and it's completely ruining my stealth as I have no idea where enemies are.
