I tried: Disabling my AV, running as Administrator, running in compatibility mode, running it in a VM for a different OS, verifying files repeatedly, changing peripherals out for basic ones, removing extra monitors, updating drivers, turning off literally every other program but steam to launch it, and I spent hours checking logs for any indication as to why it won't run. Nothing exists anywhere in windows event viewer or in the game logs, I even stooped so low as to run one of those sketchy game fixer apps despite my better judgement in the hopes it would somehow do something I have not thought of. Literally nothing works.
The only thing that seems to fix it is to FULLY UNINSTALL the entire game and reinstall it AGAIN. Once I do that, I can load it ONCE successfully and it proceeds to break itself and not launch again until I redo the FULL UNINSTALL AGAIN. This is bonkers for a AAA game studio to have so royally borked this launch. It's sad I forked over the $70 for this experience. I can't even refund it since I played more than two hours the first time I launched it. Let's all hope they release a patch to fix this soon.

Update:
Despite all these potential fixes not working, I found a solution that may work for you as well. Open your windows defender or whatever AV and explicitly add an exclusion to the file located at SteamLibrary\steamapps\common\Call of Duty HQ\randgrid.sys
If this does not fix it, go to D:\SteamLibrary\steamapps\common\Call of Duty HQ\bootstrapper.log and find the file it failed to load and do the same thing. Repeat until it works.
