This happened after the update. I myself am in the shadow realm with a 0.81 K/D and in foreign lobbies. Apparently a lot of people were shadowed after the update, reasoning unknown.

My first time launching the game in over a month or 2, and I'm getting >200ms ping. Sat for 15 min's looking for a MWZ match and just cancelled 😤

Yea, the normal is a 64 ms ping for me now after the update I'm playing on China servers?? And most of them are cheaters. This is so bad.

🤔 Activision is saying I have "limited matchmaking" on MW3, and MW3 only. I haven't played the game in months. I can loading into DMZ just fine. I do not own BO6. I do not play Warzone at all. I have less than 3 hours of play in MW3 MP most of which was probably during the MW3 Beta. All I wanted to do was fart around in MWZ once or twice, then go to bed 🤬

Activision have said they put out an update today that temporary caused a global server outage. All fixed now.

They finally lifted the "limited matchmaking" for MW3. Now it says "No Ban Detected" for all COD games. This never should have happened to begin with. It had been about a month since I had even started up the game. And, I didn't even get to load into a single match. Was literally shadow ban on game startup 🤦‍♂️
