Tried to install the Trial, No Licenses Error Occurs

Anyone else encounter this and find a fix? I get an error when I select "play game" on the store page game trial. "an error occurred while launching this game: no licenses" and it doesn't even try to install it.
I've tried the general fix from google, which is opt into the Steam beta, but I was already opted in so I tried opting out instead. No luck. Any help would be appreciated.

That page lets you add to library then download. Not intuitive at all, but it works.
