Its a bug, and that bad, but what is is NOT is a scam. Activsion do care and want to fix it.
I note you have previosuly posted a link to this video.

This youtuber has over half a million subscribers and the title of the video is "HOW is This Even Possible?" Does he know why... NOPE. And then people start coming up with creative reasons like 'scam' to explain the unknown.
This guy is not an expert, yet he is the source of truth for half a million cod players.
If he read the Call of Duty blog he would know why this has happened.
When MWIII warzone was released, the version number was 1.0 for that integration of the game. Before MWIII warzone was released, it was forked or split at version 0.9. Treyarch then began writing in all their changes, onmi-movement etc. At the end of MWIII, the warzone version was 1.5. When BO6 warzone released, all changes during the lifecycle of the MWIII warzone were reverted, meaning the current warzone is based on 0.9 NOT 1.5.
They are currently in the process of backporting all the bug fixes, but this takes time.
These merge conflicts are a big problem in all software, and without careful management, a mess can occur. There was a bug that causes low fps on the original MWIII warzone, and as those bug fixes have not been applied, the bug has been reintroduced.
The scammer waits for you to send an invoice to another business. The scammer intercepts the invoice and changes the bank account number on the invoice to their own. They forward the invoice to the other business. The business believes they are paying you, but the money goes to the scammer.
When Treyarch wrote in omni-movement, they had to hold this change back, because if not it would have been in MWIII. Deploying untested changes would be a bad idea.
Also, this unified engine wasn't Treyarks devs idea, it was Activision's management. They likely wanted the unified engine to have Warzone in one launcher for fast switching and to cut costs. In fairness, it's a complex problem and they didn't get the execution right.
Complicated software thats meant to run on so many variant configurations of hardware, software, and the drivers that unite them is why. The more complicated the software (almost all modern games) the more likely there can be issues.
Add to this the fact that this is likely the most widely played game on PC give or take, and also the software is unique to MW3 in that it is not line for line the exact game, and that makes it more likely for bugs to be discovered and made public.
Also, for me, this game loads instantaneous almost and runs so smooth... MW3 sucked for content and performed somewhat lesser. This is better. Not a scam.
