On a serious note this has been debunked for many years, and before that people like you were spewing "You can't see over 24fps, so pc's at 60fps are a scam"

No antivirus/firewall blocking subservices. See that IPv6 is enebled in PC and router.

Then see this in; Documents/call of duty/players - open this file in notepad;
options.3.cod22.cst - Set the X between 4-16, depending on how many treads your cpu have. Test different settings. save file after every change

Your eyes can process more than 60fps but higher fps means smoother gameplay regardless or there wouldn't be any point. The issue is, there is very limited knowledge on this subject. At one point they said the human eye cannot see more than 30fps, then it was 60fps now they say 75fps.
One thing is certain though, the human eye can physiologically process 1000fps
Higher refresh rates and higher fps are less intense on the human eye and in turn, reduce eye strain.

Do you know that "bottleneck" is? You're using a 6 year old CPU with a 6 months old GPU. Doesnt matter how much you lower the graphics, the performance will still be poor.
