1080 is still ok will run most games in med-high settings, only thing it doesn't have is RTX, sure if he upgrades gpu he would have a better time but its nothing to do with his stuttering or Lag, most people with decent pcs have the same issues.
he could try doing a full graphics driver uninstall using ddu and reinstall the graphics driver from scratch
update motherboard bios to latest one
make sure ALL motherboard drivers are up to date
if that doesn't fix the issues try a windows refresh/install
ive had similar issues with cold war and bios update and motherboard updates fixed the issues
try bios update and motherboard driver updates,
try uninstalling graphics driver with DDU and re installing the graphics driver
if they don't work then try windows refresh or full install of windows
