100% FIX NOT LAUNCHING GAME
After watching 100 videos, reading 100 things and 2 days of stress I literally fixed it by myself. Here is how:

1. Go to your installation folder (right click on game, properties, installed files, "browse")
2. Now search for "bootstrapper.log" and open it. It will say "Failed to open \??\H:\SteamLibrary\steamapps\common\Call of Duty HQ\randgrid.sys". My main game is installed on "C:" drive NOT on the "H:" drive. Because I tested around I installed Call of Duty on both drives so on H: I had a renamed copy.
3. Obviously the bootstrapper.exe is trying to start the "randgrid.sys" file from my other drive like the log is saying. Now because I already had cod installed on both drives I just renamed my copy folder on "H:" again to "Call of Duty HQ" and it suddenly worked. So you either need to download the whole game on the other drive or just try to create a new folder on the path where it fails to start the "randgrind.sys" and just copy the file from the main game folder into there.

exactlt the same. but in bootstraper it says file patch on D disk, so game is in D what should I do

um how do create exact the same folder Call of Duty HQ in common

it's wild I've had less issues with the Windows Store version on PC. It will be fixed as a standalone game on launch day, GLADLY.

my bootsrapper says failed to start service (1450) but no file path or anything
