Update Requires Restart [STUCK PLS HELP]

i get a message when i start bo6 Update Requires Restart
# Restart now
# quit to desktop

restarted 3 times and every time i restart i get the same message. i am in an endless loop!


EDIT: After I finally got in, I couldnt find a single match the searching for a match ping goes up to <200 like if i have been shadow banned. Checked my account and its not shadow banned.
