My understanding is the only people who go there, are the ones who are reported consistently throughout several games. It's a place where the account sits until a person reviews the matches like being held in detention awaiting trial.
Some accounts come out of there without an issue after review and some get banned. Some get banned before ever going to the shadow pool if they're reported enough in a short period of time or got flagged for anomolies a bunch of times - those usually go to the front of the queue where they investigate accounts
The devs have been quite clear on the matchmaking, and there are no shadowbans.
People simply are looking for excuses for losing matches (a common human trait) and claiming that they are in some cheater-only lobby due to a shadowban is something they read on the forum and can use whenever things arent going well ingame.
Its very common, but incorrect. There are no shadowbans in CoD.
It does exist, and it's actually full of bad actors, and accounts under review. (For more than just cheating too)
It's very easy to check and see if you're in this state, the main ban appeal site tells you if you're in limited matchmaking.

Definitions
Account in a limited matchmaking state: If a player is suspected of violating this policy, their account may be put into a limited matchmaking state.
Accounts in this state may be matched with other accounts in a similar state.
Members of a player's party may also experience limited matchmaking while partied with a player in this state.
At any time, the account may be returned to normal matchmaking, placed in a limited matchmaking state again, or it may receive a temporary or permanent ban.
A minor offense is one in which no quantifiable damage has been done to another player or the game community at large.
Temporary suspensions can range from 48 hours to two weeks or longer, depending on the severity of the infraction.
Permanent suspensions are lasting and final, and can apply across titles, including past, present, or future titles in the Call of Duty franchise. In some cases, players with a permanent suspension on their account may also be unable to purchase Call of Duty games.

The fact that you come here and start drama over something this easy to research is astonishing.
Don't cheat. Don't use exploits. Don't be toxic via text/voice chat. It's as simple as that.
Also, VPN usage can get you flagged - unless you're a streamer.
Thats limited matchmaking.
If you can go somewhere and SEE the status, that by definition isnt a shadowban.
There are no shadowbans.
the game contains no shadowbans.
THAT is a shadowban, you are banned behind the scenes without an explicit message.
