For me, warzone and bo6 zombies are smooth as butter at 60fps like any other game, but in multiplayer no matter what, its not smooth at 60fps with horrible jittering and hitching

Most COD servers are running on Google Cloud, the same data center that powers Google search. The cost is comparable to Amazon and Microsoft.
Many YouTubers are saying the servers are cheap, but as per usual, don’t cite evidence. I highly doubt solving the dsync is as simple as throwing a few more thousand at the servers.

Ironically, using cheaper, desktop-class CPUs may be better as they have faster individual cores.

Warzone runs up to ~20hz tick rate, multiplayer up to 60hz tick rate. This can be less when there are server issues or high ping. 60hz works best with a ping of less than 17ms.
If the tick rate is too high, it may overload some people's internet connection and actually make the game lag. 60hz effectively gives a minimum ping of 17ms, narrowing the difference between players with high and low ping. This helps to provide a more even experience.

There are a huge number of possible causes of dsync from the data center itself to poorly written server code.

BO6 warzone has regressed on dsync, yet the tick rate has not changed, so the dsync for sure is more complex than just the tick rate.

It's been tested even the MP servers have variable tick rate depending on population/server load. During peak hours tickrate drops to 30s or lower.

Multiplayer currently has 62Hz and Warzone 20Hz. Although Fortnite is also only 30Hz and that's smooth as butter. I think their network code is just not good. They probably can't just turn up the frequency, otherwise there will be even more desyncs.

However, DDOS attacks also seem to land on the servers frequently. I believe that the seemingly variable Hz numbers are an effect of the attacks; this is practically impossible to relaize within the servercode.

$$$, the end.

its not like Microsoft is the second biggest server provider on the planet

Interesting point, think maybe Activision is under contract for a certain period of time and can't without loss switch ?

The servers themselves are fine, it's the terrible net code likely paired with the anti-cheat increasing the latency server side and causing immense de-sync.
The de-sync is so incredibly terrible in BO6, often times i'll die the moment I see someone but in the kill cam I was already on their screen for over an entire second.

This actually agve me trouble running the game at 120 hz, Kept having weird exchanges during gunfights that i should have won, dropped myself to 60fps locked and this issue went away.

That's what some YouTubers are saying, and they use that as the logic to conclude they are cheap. The problem is most of them are not verifying their claims.

Also, different data centers may be used depending on load or region. Activision state "Data centers may have a variety of hardware, with different specs and configuration".

Yesterday I checked the datacenter by using tcpdump on a openwrt router with wireshark. Google was being used.

Today, checked again and the constant company (constant.com) datacenter is being used for me.

It's possible there are data centre problems, but the claim that Activision is being cheap, appears to be based on an incorrect assumption.
