Do you have an official statement somewhere that ReShade is not considered “manipulation of game data” by Ricochet and leads to a ban?

No why lol never had a problem using it in MWII or III

Reshade is fine to use. I use it on all multiplayer games for years with its Lumasharpen to offset TAA or DLSS blur in these games and never had issues. If you're worried about it still, then don't use it simple as that really.

all these game manipulation software, and all the did not do nothing getting band, any manipulation of this game can flag a ban if detected,
