Funny, the last one in its list was my issue many years ago. I went from a 40 ping to under 20 when I complained to our broadband provider that I couldn't play FPS due to latency and dropped packets.

TLDR:
FPS drops cause packet burst to appear and you want to solve the frame drop issues happening for various reasons
