The bottom level outsourced support staff have no idea what they are doing and are only tasked to go through scripted scenarios that have no bearing on the complaint.
Next level is slightly better but is outsourced and will run around in circles with nearly no resolution in sight.
Higher levels, after many emails back and forth, you can get someone with some competence and can actually help you figure out how to resolve whatever issue you are having with their system.
It took me over 27 days, 34 emails and a bunch of low level non-English speaking support staff, simply repeating the same thing over and over about my pre-order bonus for MWII not being available on Steam to finally get an actual developer to respond that manually added the content to my account.
