There are som settings in network you could try out:
Win settings/Network and internet/Network and Sharingsenter/Network (you are connected to) then Options - go to ethernet controller - configuration/advaced; disable all those ending with offload, except ARP offload. Eneble Interupt moderation and Interupt moderation rate - test with normal to high. I use high.
Most newer onboard network card from intel, have this options. Several of these options was available 10 years ago, when I first learned about them.
But I have seen post from other countries, were the isp don't support Ipv6 and are using som tunneling to fix it. MW III uses ipV6 for subservices and so do steam.
